Part of #1006.
Add a local bibliography JSON file covering the external references currently cited in spec prose: RFC 2119, RFC 8174, SemVer, and GitHub Discussion #735. Wire it into `spec.bs` via Bikeshed's `Local Boilerplate` or `Bibliography` metadata so `[[RFC2119]]` autolinks render correctly with a References section.
