[Documentation] CLI Troubleshooting does not reference --allowInsecure option

**Description**
The `Troubleshooting` documentation does not provide adequate guidance needed for users to resolve the issues related to local cert issues that can occur due to Corp Admin settings or solutions such as Zscaler.

In those cases, the currently published guidance does not resolve the issue, and the only resolution for those users is often the use of the command option `--allowInsecure` which is provided on the site [aem-live](https://www.aem.live/developer/cli-reference)

It is also important to note that this CLI option is NOT referenced when the help command is run, which is problematic.

Steps to reproduce the behavior:
1. View the troubleshooting section of the README.md
2. Run the command `aem help`

Effective troubleshooting guidance would be provided and consistent documentation for the CLI solution would be published.
