Completion Deadline giving incorrect date in Dynamic Workflow.

### Expected Behaviour
If a Workflow creator sets the default Completion Deadline to 10 Days the date shown on the Dynamic Workflow Page should default to 10 days from today. For example, today is 3/31/2021 and the completion should be 4/10/2021. This works correctly if you access the workflow from the Adobe Sign Page.

### Actual Behaviour
Currently, the issue is if a user goes to a Dynamic Workflow site the date is showing incorrectly. It appears it is going from the start of the current month instead of todays actual date. So Right now the end date is showing as 3/11/2021 on the Dynamic workflow.

### Reproduce Scenario (including but not limited to)
The issue was first noticed on an existing workflow and when a user would try to submit would receive an error message. We created a test Workflow and confirmed the issue. If you disable the Completion deadline the Workflow works as is.
