Description

Renaming an existing URL has caused ghost pages to appear as our publishers are renaming pages without requesting us to delete and add a redirect for the previous version of the URL.

Since only admins have access to the redirect sheet, we'd like to limit access to the renaming feature by either option below:

- Disable the page url renaming feature for specific user group / non-admin level users

- Add a dialog box pop-up similar to the one currently in place for Delete, asking users if they have already requested a redirect and deletion of the previous page version.

Our publishers will rename urls and forget to delete + redirect old page versions, leading to the creation of lots of ghost pages we'll need to fix.
