Search function is not accurate

We have many, many sites that use [ ] brackets for placeholder text.

One of the sites did not have any "[" brackets but when we did a search, it listed every page as a result. When you go into each page, not a single bracket is found.

Reproduce the search on a site without square brackets and inspect the search implementation and its matching behavior. Confirm that pages without brackets are excluded while pages containing the placeholder text remain results; the issue names no files or tests to start from.
