[Loc] Rollout view improvements

1. Display merge behavior like the other views.
2. Provide more feedback on current state of rollout (number of files, locale, etc.)
3. Ability to see each individual URL inside each locale.

Start by locating the rollout view and the other views whose merge behavior it should match. Review how rollout state, file counts, locales, and locale URLs are currently represented. Done means the view provides all three requested improvements and each can be verified in the interface.
