[LOC] Allow creation of "draft" projects

As an author I would like the ability to seamlessly switch between the stages of project creation so that I can change properties over time.

## Criteria of acceptance
If you do not hit "create project" you should be able to update URLs, langs, configs, locales at any point.

The issue does not name files, tests, or an implementation entry point. Start by tracing the project-creation flow and how URLs, languages, configs, and locales are stored; done means those properties can be updated at any point before the author selects "create project".
