[EW] Build a EW starter site template

We need a starter page template for Experience Workspace. It should be more than the bare minimum AEM boilerplate.

It should include the following elements: a minimum of three pages (index, header and footer), a preconfigured block library with basic blocks, a preconfigured set of skills (like "summarize my page" and maybe a publish skill), and a preconfigured set of prompts so that the chat window doesn't show up empty.
