Enhancement to XDM / AEP Web SDK

From a conversation int he AEP Web SDK office hours today the issue came up with the need for a target view to re-render and not send data to analytics.

Would it be possible to add a flag so that on the send event action you would be able to specify if for that call you could exclude AA or AT, etc from getting any of the data from that specific send event.

Being able to offer this level of flexibility, especially during a migration from legacy libraries, would be a great feature for our clients.

Start by tracing the send event action and the paths that deliver its data to Analytics and Target. Determine where a per-call exclusion flag would be represented and verify that a target view can re-render without sending data to the excluded destinations; the issue does not name specific files or tests.
