add unit test for dev tooling

Tool: https://github.com/adobe/aio-cli-plugin-app/blob/master/bin/openwhisk-standalone-config/get-runtimes.js

This generates the json file used by `aio app run --local` for the local Openwhisk Server.
Also add the coverage check for this file in `jest.config.js`
