Support the ability to tail dispatcher logs

Currently we can tail publish logs but we cannot tail the logs that are coming from the dispatcher. It would be a nice bonus if we could see the dispatcher and publish logs together or separately.

Start by locating the existing command or entry point that tails publish logs and trace how its output is selected and displayed. Done means dispatcher logs can be tailed, with an option to show dispatcher and publish logs together or separately.
