[Form] Configurable constraints

**Is your feature request related to a problem? Please describe.**
Right now we are not able to configure the constraints based on values selected in other fields in form. This feature was available in foundation form components in cq 5.x.

**Describe the solution you'd like**
Each form component should have configurable option to configure constraint rules based on other fields values. For Eg. Current field should be enable if other field value is yes else disable it.
