Please provide (read only?) access to the "SITES"/"CQ" issue tracker

Often, we see that tickets get a "SITES" or "CQ" ticket number assigned, but we are unable to open those tickets; It would be very nice if we can actually see those tickets as well.

We could even contribute to those tickets and/or add to discussion that is going on in there.
