Enable ContextHub when configuration is present in page properties

Today, ContextHub is enabled via Project Archetype in https://github.com/adobe/aem-project-archetype/blob/develop/src/main/archetype/ui.apps/src/main/content/jcr_root/apps/__appId__/components/page/customheaderlibs.html

We suggest an improvement - that it would auto-enable if the configuration is present in the page Page properties - and with that there would be no need to manually having to do that.

That would allow customer to enable ContextHub without having to make code changes.
