[Suggestion] No-locl versions

Many mapping problems are caused by the limitation of 65,535 glyphs in a font, so I suggest to make versions that support all characters in the full versions but without `locl` variants for untargeted regions. the `locl` variants of non-CJK characters can be kept since they do not occupy too many CIDs. Therefore, these versions can have glyphs that are removed in the full versions, and support the corresponding standard better. The current subset OTFs (CN/HK/TW/JP/KR) can be replaced by these versions, with font names unchanged.
