Feature: Implement functional “Best Tour Guide” feature with dynamic guide profiles

Currently, the "Best Tour Guide" card in the What we serve section is static and only shows placeholder text.

**Proposal:**

- Make this card clickable so it opens a modal or navigates to a dedicated page.
- Display a list of top tour guides (with name, photo, years of experience, languages spoken, and user rating).
- Load data dynamically from a JSON file or mock API, making it easier to maintain and update.

**Benefits:**

- Adds interactivity and real value to the website.
- Improves user engagement and makes the section meaningful instead of decorative.
