GUI - projects can't be minimized

On TestFlight 13 I've noticed that you can't minimize projects with the dropdown arrow like you could previously. The project only minimizes when you open another project. Also on loading a project there is a lot of screen bouncing/jitter.

Reproduce the project dropdown behavior and loading transition described for TestFlight 13, checking both minimization and screen jitter. Done means the dropdown arrow minimizes the current project without opening another one, and loading a project no longer causes noticeable bouncing or jitter.
