Swap ruff rules, remove most noqa statements

Picked up in #245 was the fact our ruff rules don't work for some of the things we'd like to detect. This is an issue to resolve that once there is consensus (in discord / circuitpython weekly meeting)

Start by reviewing the findings carried over from issue #245 and the current Ruff rules and noqa usage. Discuss the desired rule changes in Discord or the CircuitPython weekly meeting, then confirm consensus before changing the configuration and removing the agreed noqa statements. Done means the revised rules detect the intended issues without relying on most of those noqa statements.
