[Bug]: Import doesn't remember last folder opened anymore (Windows)

### What happened?

## What you were trying to do
Like every week, I tried to import my transactions manually by clicking on the `import` button in an account...

## What you expected to happen
Normally, the `open` dialog opens in the last folder I imported from, and I can select my file to import.

## What actually happened instead
The `open` dialog was shown, but it opens in the default `Downloads` folder in Windows. I can still navigate to the correct folder to import my file, but it's very annoying...

### How can we reproduce the issue?

1. Click on an account in the left rail
2. Click on the `import` button to import your transaction
3. The `open` dialog opens in the `Downloads` folder

Step `#3` is the issue, it never opened in that `Downloads` folder before, it was always the last folder you imported from.

This is a totally different behavior introduced in version `26.9.0`. The previous version (26.8.1) I was using last week was working perfectly fine. Actually, this was working perfectly fine since I started using Actual Budget in 2024 (both when running through Windows WSL and the Windows Electron app)
