[Bug]: tour points to non-existent "To Budget" when non-current month is selected

### What happened?

When you initiate the new "Take a tour" feature and a different month is selected in the 'budget' page, it still tries to point to the current month for the "To Budget" step, which looks somewhat broken.

### How can we reproduce the issue?

- Select a different month from the budget page so that the current month is no longer displayed
- start tour
