[Bug]: Cannot change group on mobile

### What happened?

I was trying to change the group of a category on mobile by drag and drop.
This was only possible within the group itself. Trying to move it to another group was not possible as the category just stayed at the old group.

### How can we reproduce the issue?

In the mobile view only. On the budget tab, drag and drop a category to another group.
