[Bug]: Adding a new Off Budget Account doesn't update CrossOver Report

### What happened?

I added a new Off Budget Account (401k) and was trying to view how the Crossover report changes

Expected Behavior: The new balance should have been updated in the Life Savings total in the Crossover Graph

Actual: The Life Savings balance stays the same (prior to adding the new account) and the crossover report doesn't get updated when I uncheck/check the new account added in the filters on the left

### How can we reproduce the issue?

1. Add a new Off Budget Account with a starting balance.
2. Go to the crossover report, hover on the graph to view Life Savings Balance and see if it got updated (it didn't for me)
3. Toggle the newly added account on the filters on the left side, it doesn't update the graph.
