[Bug]: Actual Budget is skipping scheduled transactions

### What happened?
I am using schedules for several biweekly recurring transactions. They are all set to automatically post when they occur. The last 2 were to occur on May 7 and May 21.
When I opened Actual today, I expected both the May 7 and May 21 transactions would be posted, but only the May 7 transactions were posted. The May 21 transactions were nowhere to be found. Actual did correctly report the upcoming set of biweekly set of transactions is scheduled for June 4.
The last time I opened Actual was around May 4 (i.e., before the May 7 transactions) and I did not opened it again until today, May 29 (i.e., after the May 21 transactions). I'm running it locally on Windows 11
I suspect that if I opened Actual between May 7 and May 21, then again after May 21, Actual would behave correctly and post both transactions. However, I suspect there is a bug where it can only catch up on the first scheduled transaction that it missed.
### How can we reproduce the issue?
To reproduce:
Set a schedule with some recurrence interval on a locally run copy of Actual.
Close the program and do not open until after the recurring transaction occurs more than once.
Open the program and check to see if Actual posted all of the recurring transactions or if it just posted the first one.
