[Bug]: Spending Analysis in Tracking Budget uses wrong amount.

### What happened?

First off, thanks for #7191 and starting working on this.
Currently my planned tracking budget:

and the final budget in the Spending Analysis report when set to budgeted

do not fit together

### How can we reproduce the issue?

I tried to reproduce it in the demo, but it is not yet on the newest version. So this might not be completely correct.
1. Switch to tracking budget
2. Enter some values into the budgeted columns
3. Create a spending analysis report and set it to *Budgeted*
4. The final value at of the report at 28+ days does not equal the actual budgeted value
