The [`Navigation` package](https://github.com/acts-project/acts/tree/main/Core/include/Acts/Navigation) seems like an outlier compared to the other packages we have in ACTS.
- other navigation code is in [`Propagator` package](https://github.com/acts-project/acts/tree/main/Core/include/Acts/Propagator)
- similarly the numerical integration code could have its own package but lives in the [`Propagator` package](https://github.com/acts-project/acts/tree/main/Core/include/Acts/Propagator)
