Description

Describe the bug
The GitHub releases listed at https://github.com/actions/toolkit/releases are outdated, the latest release there is 0.0.2; additionally the releases listed there seem to have placeholder content.

This is irritating for users because it is not directly obvious which the latest version is.

Expected behavior
Either the GitHub releases are up to date, or the GitHub releases are hidden (can be changed by clicking the gear icon next to the text "About" at the right panel of the repository).
