Misleading annotations urls / missing annotations on commits pages

Hi! Was trying out annotations and from what I understand, they currently only appear on PR "Changes" page (e.g. https://github.com/Andrej730/artifact-test-repo/pull/7/changes, please correct if I'm wrong):
But if I open Checks -> annotations
There appear to be url to annotation inside commit - e.g. https://github.com/Andrej730/artifact-test-repo/commit/471ca5f164dd7abac4ad20148094225456c173fa#annotation_43208443632
But if I follow it, it shows no annotations:
So it seems it's either some problem with url - it suggests to point to the file (#annotation_43208443632), but it just point to the commit. Or commit page is missing annotations.
