Description

Describe the bug

@actions/cache doesn't back up or restore xattrs on files correctly, because tar requires the --xattrs flag to store those.

To Reproduce

  1. Create a file and set an xattr on it: xattr -w user.foo bar ./my-file
  2. Cache the directory with that file in it
  3. Restore the cache.
  4. The xattr is gone: xattr -p user.foo ./my-file -> blank.

Expected behavior

The files are restored faithfully.
