Description
Describe the bug
@actions/cache doesn't back up or restore xattrs on files correctly, because tar requires the --xattrs flag to store those.
To Reproduce
- Create a file and set an xattr on it:
xattr -w user.foo bar ./my-file - Cache the directory with that file in it
- Restore the cache.
- The xattr is gone:
xattr -p user.foo ./my-file-> blank.
Expected behavior
The files are restored faithfully.

Research direction
Start by locating the @actions/cache code that invokes tar, then reproduce the issue with the provided xattr commands on the relevant platform. Verify the cache and restore flow against a file with user.foo set; done means the extended attribute is preserved after restoration.
