Description

undici should have been in devDependencies, but was accidentally included in dependencies.

Research direction

Inspect the @actions/http-client package metadata and compare its dependency declaration with the YAML block shown in the issue. Confirm that undici is not included as a runtime dependency, then verify the generated dependency metadata no longer adds it to consumers' action bundles.
