Research direction

Start by reproducing the failure from the YNAB top menu in Chrome on macOS Monterey, selecting View for Edit|Delete. The issue names no repository file, test, or code entry point, so first verify that this belongs in actions/toolkit. Done means the View menu opens its filter-options popup without a refresh error.
