Critical Access Blocked: Repository admin/code owner deceased, urgent intervention needed

Dear GitHub Support Team,

I am reaching out with an urgent request regarding the repository actions/starter-workflows. Our sole repository administrator and code owner, who was responsible for maintaining access control and approving pull requests, tragically passed away recently.

Since their passing, no one on our team has the necessary permissions to approve pending pull requests, update branch protection rules, or modify the CODEOWNERS file. As a result, our development work is completely blocked, and we are unable to deliver critical updates that are essential for our business operations.

I have already opened a ticket documenting this issue (#2960), but due to the severity and urgency of the situation, I am requesting immediate intervention to:

• Grant me (ajit2903) or another active team member admin or code owner access to the repository
• Update the branch protection and CODEOWNERS settings to restore PR approval and merging capabilities
• Advise on any additional steps we should take to ensure continued repository management and security

This is a business-critical emergency, and your prompt action will help us resume our work and minimize further disruption.
