Description
Using the current starter workflow for MSBuild, I've found two problems.
First, you should upgrade to using microsoft/setup-msbuild@v2 to avoid a deprecation warning.
Second, this syntax doesn't work:
working-directory: ${{env.GITHUB_WORKSPACE}}
It needs to be:
working-directory: ${{ github.workspace }}

Research direction
Search the repository for the current MSBuild starter workflow and inspect its setup-msbuild and working-directory entries. Update those entries to the versions shown in the issue, then verify that the workflow contains the requested syntax; no test file is mentioned.
