Description
If we pipe the downloaded file directly into the decompression program the time spent downloading and decompressing can be partially overlapped.
In our uses we sometimes have many small files to cache, which lead to enough filesystem overhead that the downloading and extracting times are comparable, so this could save a significant fraction of time.

Research direction
No files, tests, or entry points are named. Start by tracing the cache download and extraction flow; done means downloading and decompression can overlap while preserving the existing cache behavior and supporting many small files.
