Description

I've lately started caching multiple large toolchains and seeing more eviction. It would be nice if there were priority levels for cached items, so that I could prioritize keeping one cached zip file over another, when the eviction limit is reached.

This would also benefit github, as it would allow users like me to avoid unnecessary CI work caused by the more random eviction now.
