bug: Notification UI hiding behind the filter bar

### Summary

Notification dropdown should display above the other elements on the page
and then need to verify this behavior across relevant screen sizes

### Steps to reproduce

1) go to the matches page / dashboard page
2) hit the notification bell
3) notification drop down hides behind the filter bars
- guessing layering UI issue - need to fix this
