Finishing a started feature

## Description
as read in readme , this is a link shorter , now its our job to get new mapping from links to redirections , this has to be implemented , i've already started writing it under the path of /url that can be seen under redirect.py
## Preferred Implementation
A quite simple implementation of getting links and redirection and saving it in redis will do the job , no need for authentication.
To the contributor , it inst must to follow whats above ,its merely a suggestion.
