ListBox - options list does not consistently open with selected item in view

# Bug Report

### Observed
When an item in the ListBox options list is selected, the options list will close, but when it reopens, the list is scrolled to show the selected item at the top. When opening a second time, it does not readjust the scroll position, and if the selected item may be out of view.

### Expected
For singleselect ListBox, the selected item could _always_ be scrolled into view when the options list is opened.

Unsure how to handle for multiselect scenario.
