Popover - add callback for onAfterOpen and onAfterClose

# Feature request

It would be nice to be able to focus elements in the content of the popover after they have mounted via callbacks.

Suggest adding `onAfterOpen` and `onAfterClose` callbacks in a similar way to how it is done in TakeOver component
