Dashboard: periodic report on checksums

Looking through #7440, many of the checksums don't match. I suspect this is part of the reason for the mismatch. It would be good to periodically look at every PDF in the Anthology and generate reports on checksum mismatches. In general, there is far too much room for human error here, particularly at ingestion time.
