We recently (#3707) addressed issues with DOIs that (a) generates a front matter DOI for Front Matter (in the generate script) and (b) adds the volume-level DOI to the `` block (in the add_doi script).
At the very least, we should run `add_doi.py` on all old volumes to augment the XML.
We might also systematically go back through ACL conferences (ACL, EMNLP, NAACL, and AACL) and generate, then add, the front matter DOIs.
