Feature Request: Add a function to start a game on a specific device

**Description**
The official sony PS App supports starting/downloading games to a specific console. I would like to see this same functionality added to the PSN API.

**API's**
I don't know what API calls are required to make this work.

**Use case**
I would like to add an option to my project, [PS5-MQTT](https://github.com/FunkeyFlo/ps5-mqtt), to start a specific game, on a PS4/PS5.
