Allow scancode scans as a generic input

As follow up to #743 we should have a feature to allow scancode scans as input instead of codebase archives and this as a generic feature when practical (like when the backing code is no longer needed afterwards)

This requires some design as we would need a way to tell or recognize that an input is a scan among other possible problems
