Description

In a recent scan of file Base64.java in package netty-codec-4.1.66.Final-sources.jar the scan properly detected apache-2.0 as well as cc-pd using the cc-pd_12.RULE:

lines 17-18
* Written by Robert Harder and released to the public domain, as explained at
* https://creativecommons.org/licenses/publicdomain

However, at another point in the same file
line 35
` * Robert Harder's Public Domain`

the author obviously meant to refer to Robert Harder's previous assertion of cc-pd
but the scan returned public-domain (Licenseref-scancode-public-domain) instead
with a score of 70 on public-domain_bare_words.RULE
which is not really correct

Suggestion: A possible resolution to this issue would be a new RULE that points the text
`Robert Harder's Public Domain` to cc-pd
