Description

### Description

1. A .bin file is scanned in 2 different versions of ScanCode (older & new).
2. GPL license (gpl_bare_word_only.RULE) gets detected in older version.
3. The same .bin file fails to scan in new version with an error (point 4).
4. Error - "Inconsistent rule text for: gpl_bare_word_only.RULE\nfile:///home/runner/work/scancode-toolkit/scancode-toolkit/src/licensedcode/data/rules/gpl_bare_word_only.RULE\n"

### How To Reproduce

> Scanning the .bin file in 2 versions of ScanCode. Unfortunately the .bin is a proprietary file & wouldn't be able to share.

> Command - scancode -clpi -n 1 --timeout 3600 --json .json
