Description

There are several generic license rules which denote a specific license text and could actually be a separate license.
The only reason why they haven't been turned into their own licenses yet is the implementation effort.

Wherever applicable, the generic license rules should be turned into their own license, in order to
unlock automation potential of the users of ScanCode.
