Scancode does not work in paths with spaces

### Description
The issue https://github.com/nexB/scancode-toolkit/issues/1530 is not resolved. After configuration `bin/scancode` starts with `#!"/path/with spaces/to/scancode/bin/python2.7"` and when run gives the error `-bash: /path/with spaces/to/scancode/bin/scancode: "/path/with": bad interpreter: No such file or directory`
