[Bug] Misleading Quick Settings tile of inactive application

## Bug Report

### Description
Quick Settings can contain tiles of three types: active, inactive and disabled. The latter are tiles of applications that need additional configuration to launch quickly, or something else prevents them from working.

### Steps to Reproduce
1. In Quick Settings edit mode, add the Caffeinate app tile
2. Exit edit mode
3. Display Quick Settings

### Expected Behavior
The tile view must be of the second type (according to the classification given above), that is, it must display the readiness of the application to be launched by a single tap on it.

### Actual Behavior
The icon looks like there is something wrong with the app.
