Description
### TL;DR
Actionlint uses setup-binary which fetches the pre-compiled binary. We should detect the current arch and use that version of the binary. https://github.com/abcxyz/actions/pull/11
Also, we should update the lint.yml and .lint-actions.yml workflows to use arm.
