Replace TODO.md with issues

Since we start control our progress using github issues we can safe remove TODO.md from repository, but before that you have to move all points of that file to issues (of course, you need to check whether they have already been implemented or tasks have not been created)

- [ ] Remove TODO.md,
- [ ] Create issues for missing features,
