Extension on Windows won't use ollama provider

Running on Windows, I have vscode and vscode-goose extension installed. My machine is running Ollama and Goose is configured to use the Ollama local provider and the qwen2.5 model. However, when I open the extension and type anything, all I get is:

I don't have the local inference model downloaded or selected since i'm using Ollama. I can't find any settings in either my extension, my project, or my env that specifies that model.
